Analysis on Artificial Intelligence and Equality, Including Gender Equality

Donor: OSCE Mission to Skopje
Duration: 2022

This research activity follows a human-cantered approach to the challenges to equality, including gender equality, posed by new technologies. The research looks more into labour- and big data-related questions such as inequalities in online labour markets and the negative effects of algorithmic decision-making on vulnerable groups. The research explores the sociological literature on digital inequalities and explains the general approach to these inequalities, based on the distinction of first-, second-, and third-level digital divides.

The following three topics are central to the research:
(1) Artificial intelligence and automated decision-making;
(2) Access to digital services and digital tools; and
(3) Critical analysis of the legal and policy framework regulation.

For all three themes, the following four key issues are considered: the state position, obligations and actions, the legal issues, the behavioralist issues, and the bottlenecks.

This research is supported by the OSCE Mission to Skopje.
